The Street Works Scheme
The Street Works scheme is derived from two sets of regulations which cover England, Wales and Scotland, made under the New Roads and Street Works Act 1991. (These regulations were introduced in Northern Ireland in 1997.)
The sixteen units of competence are for Operatives and Supervisors and fall into two groups: nine units for Operatives and eight units for Supervisors. One of these units is applicable to both groups.
Below are the sixteen units of competence. The units for Operatives are marked ‘O’ and the units for Supervisors are marked ‘S’.
1. Location and Avoidance of Underground Apparatus = O & S
2. Signing, Lighting and Guarding = O
3. Excavation in the Highway = O
4. Reinstatement and Compaction of Backfill Materials = O
5. Reinstatement of Sub-base and Roadbase in Non-Bituminous Materials = O
6. Reinstatement of Cold-lay Bituminous Materials = O
7. Reinstatement of Hot-lay Bituminous Materials = O
8. Reinstatement of Concrete Slabs = O
9. Reinstatement of Modular Surfaces and Concrete Footways = O
10. Monitoring Signing, Lighting and Guarding = S
11. Monitoring Excavation in the Highway = S
12. Monitoring Reinstatement and Compaction of Backfill Materials = S
13. Monitoring Reinstatement of Sub-base and Roadbase in Non-bituminous Materials = S
14. Monitoring Reinstatement in Bituminous Materials = S
15. Monitoring Reinstatement of Concrete Slabs = S
16. Monitoring Reinstatement of Modular Surfaces and Concrete Footways = S
Candidates receive a unit certificate for each Street Works unit that they achieve. In addition, the achievement of various combinations of units leads to full Street Works awards. There are ten full qualifications, which are listed below along with the units required to achieve them. When a CABWI candidate achieves all of the required units for a full award, CABWI issues the full award certificate automatically.
Full Street Works Qualifications for Operatives:
· S001 - Certificate in Excavation in the Highway (Units 1, 2 and 3 are required for this certificate.)
· S002 - Certificate in Excavation, Backfilling and Reinstatement of Construction Layers (Units 1, 2, 3, 4, 5 and 6 are required for this certificate.)
· S003 - Certificate in Reinstatement of Construction Layers in Hot-lay and Cold-lay Bituminous Material (Units 1, 2, 6 and 7 are required for this certificate.)
· S004 - Certificate in Reinstatement of Concrete Slabs (Units 1, 2 and 8 are required for this certificate.)
· S005 - Certificate in Reinstatement of Modular Surfaces and Concrete Footways (Units 1, 2, and 9 are required for this certificate.)
Full Street Works Qualifications for Supervisors:
· S006 - Certificate in Monitoring Excavation in the Highway (Units 1, 10 and 11 are required for this certificate.)
· S007 - Certificate in Monitoring Excavation, Backfilling and Reinstatement of Construction Layers with Bituminous Materials (Units 1,10, 11, 12, 13 and 14 are required for this certificate.)
· S008 - Certificate in Monitoring Reinstatement of Construction Layers in Bituminous Materials (Units 1, 10 and 14 are required for this certificate.)
· S009 - Certificate in Monitoring Reinstatement of Concrete Slabs (Units 1, 10 and 15 are required for this certificate.)
· S010 - Certificate in Monitoring Reinstatement of Modular Surfaces and Concrete Footways (Units 1, 10, and 16 are required for this certificate.)
